In March 2009, there was a discussion of legal side of local self-government organization principles. The discussion was held within the framework of the Forest Village project, initiated by Silver Taiga Foundation.
Members of the discussion became familiar with an overview of local self-government situation in Komi. Deputies and heads of administration from several villages shared opinions on present state of self-government in different districts of the republic, including Sosnogorsk, Udora, Ust-Kulom, Pechora, Knyazhpogost, and other districts.
After presentations, the participants discussed some issues which were typical for most of the districts during self-government reform implementation in Komi. Further they considered possible recommendations for reform improvement.
This brochure combines reviews, opinions, and conclusions of participants of the discussion – an ”outward glance” on the reform. We believe that sustainable development is impossible without adequate administration and active people participation. Therefore, we hope that the brochure will stimulate further dialogue on the problem and become the basis for changes of some defective self-government mechanisms on the local level.

The brochure was published as part of the Forest Village project (Integration of Rural Communities Around Economic Stabilization Based On Sustainable Use Of Natural Resources), initiated by Silver Taiga Foundation with the financial support of Ford Foundation.
